Watch the intro trailer that plays when you first create a Dust account again? It's under Help in the Start menu.
Because it's basically the Caldari leaders going "oh ****, we'd better keep a lid on these omnipotent God-like Amarr heavies, they would be immortal."
Heavies are supposed to strike fear into you if you're foolish enough to engage them within 55 meters.

Heavies currently gain a few too many advantages for minimal investment, the health totals we currently see should be prettymuch exclusive to the proto suits rather than just be an inherent thing on the basics. Their pg/CPU are so high it's relatively easy to run all complex modules and a prototype gun even at basic.

You do realize that they're talking about the clone tech and not the suits themselves, right? At that stage the Caldari had not gotten their hands on the Dust clone technology.
You should pick up Templar One and give it a read, pretty cheap on Amazon I think.

I do.
But the video is full of Amarr heavies annihilating everything following the Empress's orders. The only other thing in that video is Gallente tanks and probably Caldari MCCs.
