The Hellfire is a thrown acidic grenade capable of melting and destroying armor without disrupting shields.
Upon detonation, the Hellfire would strip and dissolve the armor on contact or after a set amount of time. The acid will sit on the armor and cause it to deteriorate and stop the armor from regenerating for a couple of second, thus it's acidic nature. It will not however, affect repair modules already repairing the affected. So the acidic nature will be nullified with a repair tool as it heals and reverses all damage done to armor. It's a counter to armor tankers that might be too difficult of a task to kill with causal weaponry (excluding heavy weapons). To put it shortly, this is a Flux grenade for armor.
Blast Radius: 4.5m Max Carried: 2
Armor Damage:
Militia/Standard: 950 Advanced: 1150 Prototype: 1350
Acidic Effect:
Militia/Standard: 2.0s Advanced: 2.5s Prototype: 3.5s
Examples of maximum usages:
-Combating Gallente Sentinels -Weakening armor based vehicles -Stripping armor from an area of enemies
It will also be most effective to the new players of Dust, as it will give them a chance to fight Gallentes and other armor based players without getting mowed down by an HMG, which would discourage them because of the armor and little damage they can do it, but with this, they can have a better chance to take down a well suited opponent who is hiding behind all their armor.

Damage is far too high; armour regenerates incredibly slowly therefore = balance. Armour values are not significantly higher than shield values on comparably tanked suits, excepting heavily bricked (and therefore slow) outliers, and such armour tanks cannot regenerate efficiently without outside assistance, something that isn't necessary when recovering from a flux grenade.
Does the grenade insta kill? If it does, expect it to marginalise shield suits instead. CalSent with 900 shields and 400 armour would be insta killed from the edge of the prototype variant's 7.2m radius.

sorry but this is not possible one of the devs said a burn or damage over time effect was not possible due to the coding required

Should everything be lowered to numbers like this?

It does only if there is no shield and less armor than the damage rating.
