A frame using a limitations of enhancer in their suits, picture this:
1 Armor module - Choosing it from Armor plate type or Repair tool. 1 Shield module - Choosing between Shield capacity, regulator or the recharge. 1 weapon module - Choosing between Damage enhancer or maybe if they add a more ammo enhancer( in eve you can put that why not here). 2 Body modules - Choosing one of any movement enhancer. 2 Misc modules - Choosing one of the other enhancer types like CPU/PG limits or reduced db.
Light, mediums and heavy suits should be added or reduced with some modules in order to force more they role. For vehicles could be similar.
Different tier frames should be re arranged CPU/PG, a bit more of Armor/shield bonus to make go proto more interesting.
The last time when i put something like this in an old topic i get the answer of scrub likes to be more scrubs and then complain about being scrubs.
So, i don't know really but more opinions, ideas why this could or not work.

It would be a lot like other first person shooters, in terms of making the game's balance completely based on not allowing players to choose how they would want . Say I wanted an assault suit with nothing but kinetic catalyzers, said system would discourage me to do so.
Also this would take a most, if not all, of the RPG out of the game. I like the idea that I can skill into a specific suit and at least try to use that suit to do the roles of other characters, even if it isn't a viable tactic.

Well that's where the choice of "Do you want to play any other FPS where balance is simple, or do you want to play an FPS where there are great possibilities and deal with the few and far that will abuse game mechanics in order to win?"

The mechanic to get a win should depend on preparation and skills, not on how many crap you can stack on a frame.

A very short analysis: Easier to make a good balance, duller game.
