I'm closing in on 20 million lifetime SP now and I have to say that I'd still pay 5 dollars to buy 1 million SP. In fact, I'd probably buy 10 million SP for $50. I think CCP is missing out on a huge amount of revenue.
Arguments against this: People who have been around a while feel like they earned their seniority and deserve to have better skills. People argue that this is pay to win. You can buy boosters. It is not aligned with the EVE universe values.
Arguments for this: CCP could create more revenue and maybe even revive the game as a console success. Noobs could spend about $60 and begin with a fair amount of essential skills. Why should a player have to invest years in a game to wait for their character to become competitive? Boosters are not the same business model as paying for a specified amount of SP now and receiving it to spend now. It's a game. Who cares if people pay money to buy what it took another player months or years to earn?
Personal experience: I have more or less the same playing skill now as I did as a new player, but I have more character skill bonuses which make me more competitive. The only difference is the amount of time that I have owned my character. I have let my character sit for months without playing and deferred to passive SP just waiting until I could skill up to a decent level. If I had been able to pay for my SP, then I would have remained an active member of the community during that time. How many users quit because character development takes too long? Why not open the floodgates and let people actually invest money in the game and feel like they're getting something out of it. I would not feel jealous or upset if some noob came in on day 1 and paid $200 and skilled up past my level and whooped my ass in battle. It is only a game.

A 30-Day Passive Omega Booster retails for 28,000 AUR and grants 720,000 SP over the course of a month.
I think you'd be paying a lot more than $5.
