CCP could have added other smaller rewards like "for very kill you get with X weapon, you will be rewarded 2 X weapon of the same tier" or something else, but they did not. There is no incentive for anyone else to participate except for the super-rich super-hardcore tiny tiny tiny tiny fraction of the community.
Seriously, how did they think its ok to have an event where 99.99% of the community will gain NOTHING? there should have been smaller rewards for the majority.

Nah it's not that bad as the reward is (mostly) immaterial. That 30 officer weps is a token reward, getting to name stuff is huge buff to dedicated player's e-peen.
Sure, the same type weps should definately count for same.

The idea of the militia or Basic variant and getting to name weapons would be a LOT more fun and would encourage everyone to come out and play, not just those who can afford the time/resources to participate to an all out proto war. I understand the idea of "Lore" behind this and using it as a "testing" ground. So run this one, and then run another one after this that uses the same concept but with lower tier gear.
Also, since the protostompers all have so much skill, they should still be able to stomp the matches running with militia and basic weapons the same as if they were running with proto weapons. However, those like me who don't have 250 million ISK in the bank can still afford to go out and run matches without worrying about draining every single piece of change I have.
However, as an improvement to this, I would run it like a raffle.
I am in agreement with the majority of the voices on the forums. The idea that only the person with the most kills with each weapon will gain this opportunity makes it almost pointless for the majority of players. However, Aero Yassavi has a good point as well. So I have come up with a compromise.
The person with the most kills will get to name the officer weapon and will get 30 of them right? And we want to give the other people who realistically have no chance at actually WINNING this thing a reason to play right? Why don't you just say for every kill by a proto weapon, your name is entered into a raffle. At the end of the tournament weekends, take all of the names and draw 10 of them for each weapon, giving each of them 10 of the new officer weapon. So if I, for instance, had 10 kills with a Combat Rifle and "FIGHTER X" also didn't win but he got 110 kills with a CR (just using it as an example), he has his name entered 110 times and I have mine entered 10. This way, anyone who participates has an opportunity to at least get something out of it. I know if I at least had a chance to win something (because there is no way in hell I have the time/resources/skills to win this thing), I would be more likely to at least run a few matches and try and get my name entered as many times as possible to win a few "SNAFU" Combat Rifles or whatever name the winner comes up with. However, Aero is much more LIKELY to win one of the spots in the raffle because, you know, odds and stuff.
We are talking about a basic MS excel document and formula that takes about 5 minutes to type up so we're not talking a lot of time/resources on this. Run it 10 times and give 10 of these to those players, but no one can win more than once and the overall winner is not eligible since s/he is already getting 30 of them. We're not exactly flooding the market and they can't be exchanged anyways.

I am not sure about the post weekend updates of top killers, I like the "blind gambling" that needs to happen. Did I kill enough to move on to the next weapon, or do I push extra hard next weekend.
We can see if something can be done. I encourage that you post in the thread, as CCP Rattai is much more likely to see this that way.

Dude, I could lose my most expensive 100% proto fit 1000 times (literally!) with zero income and still have the ISK of most players 10-20 times over, and I'm nowhere close to as rich as some of the hardcore guys. Four weekends isn't even a scratch.
