Get a lot of kills with a weapon that has an Officer version.Also you must have it skilled out if you want to use it.You need skill.

You don't earn them. The capricious Dust gods accidentally knock them off their coffee table from time to time and they fall in your lap.
In other words, it's completely random. You can't do anything to influence the number or type of officer weapon you get:
- I killed 25 proto suits in a single battle with a charge sniper rifle once, probably 10 of them were headshots. I got nothing for it.
- 2 weeks later, I joined a match late, spawned in, took two steps. Battle ended in a loss right there: I had zero WP, never saw a single enemy, did not fire a single shot. I was not even in a suit with a sniper rifle equipped. I got 3 Thales in salvage.

It is completely random.
Since I have been on the forums (almost 7 months) this question has been asked and CCP has never chimed in to explain. I'm not sure anyone actually knows.
As far as I can tell it is 100% a random "loot". Everything else is related to items lost on the field by dead clones.
