It is very easily possible.
Reskin the Gunnlogi to be brown, reduce shield, jncrease armor, make slot layout 3/2, gunny gets 4/1
Reskin Madrugar, increase armor HP, decrease shield, slot layout 1/4

I would ask for them now because CCP was supposedly suppose to finish up racial parity before transitioning the major focus to Legion. In fact, I'd even say Wolfman should take a little focus off salvaging for the time being to focus on Amarr and Minmatar vehicles. It is a higher priority IMO and something that will be both crucial for Legion's development as well as help finish up Dust 514's content.
Amarr are the good guys.
