The 'Hellmar' sentinel suit has the needed requirement of: Ammar Heavy 3, and Ammar Sentinel 3.
The 'Hellmar' sentinel suit is an ammar prototype sentinel suit that was given to open beta players. The layout of the suit is 2 highs. 3 lows. The slot layout is for the basic Ammar heavy frame, and not the current slot layout for prototype Ammar sentinels.
I am wondering if this is intended for because it does not require any listed weapon or module skill requirements, or is it something that just hasn't been re-adjusted yet?

It probably won't be readjusted. The suit, as is, requires a lot of skills to make it functional. Changing the slot count also requires them to go through and add something to go in it, and I think they have bigger fish to fry at the moment. Never say never, but it will probably stay as is for a while longer.
If you find an issue and I stumble upon your thread, I will do my darnedest to get the issue known.

What are you talking about?
The Amarr sentinel has the correct stats and the corrent slot layout...you must be confused.
And it was not given out in the open beta, I remember getting 50 copies sometime around the heavy update in uprising.
But what are you thinking the Amarr sentinel is supposed to have at proto? Yes 2/3 was the Amarr basic...but currently the Amarr slot progresstion for sentinels is 1/2, 1/3, 2/3 so that it has a difference from the gallente sentinel's progression.
And it's technically an "aurum" variant, which is why the requirements are only level 3.
