BUT Once they break, there is a huge time span til they start regenning again. Perhaps 10-12 seconds. This buffs shields to be closer to par with armor, and still means shield tanks don't want their shields to break. It also indirectly buffs regulators, because it is actually shaving off a significant chunk of the delay. Remove the regular delay, but increase the depleted delay. Shield should rely more so on regeneration than EHP while armor relies more on EHP than regeneration.
