Wow. They are actually in a much better state than before (not perfect, you huys ain't off the hook yet ). Blasters are actually not bad (I swear they've gotten a bit more accurate since alpha), and fighting rails with a blaster in my optimal is actually a thing again. Missiles are still 1 volleying Gal HAV though.
I'd say buffing the rails range, but make sure that redline rails are not a thing again.

missiles should reload the same way shout guns do.

Edit: Faster tracking would be nice, but I've never had it as much of a problem.

Seeing as though they are currently rockets and not missiles, I'd go for 2 and 3.
As for how fast, railguns needs to be the slowest, and blasters needs to be the fastest, missiles in between. No, you can't have a passive auto tracking rocket launcher, that shoots over 100m, and then you can reload super fast.
