Jove is not, has never been, and will not likely be another race.
There are varying theories as to why.
They Jove are a hyper advanced civilisation that could be considered thousands of years beyond that of the Empires due to lack of contact with the Jove in a meaningful way.
CCP currently use Jove characters to test things in the Jovian systems which are inaccessible to our normal space.
Sansha's Nation Fleets, massive ones, were seen blockading Jovian stations in their own space when probes were sent through Nation generated wormholes...... the Jove are likely extinct or so close to it, lore wise they could not sustain an entire generation of capsuleers.

Sorry, but the Jove Directorate are strictly for Dev use only. Eve players may have the Gnosis but that ship was a gift from CCP to the players for the 10 year anniversary of Eve.

I wouldn't oppose to Mordu's Legion gear either, since they were part of the process of birthing dusters.
