Really quick, just had a thought I had to throw out there: Tie all scan/profile skills directly to the cloak, then have the scout's racial bonus buff the % increase granted by the cloak when activated. Example (not suggested numbers):
Cloaks:
Std 10% increase to scan/damp modules while active
Adv 20% increase to scan/damp modules while active
Pro 30% increase to scan/damp modules while active
Cal Scout: 3-5% increase to scan modules per level
Gal Scout: 3-5% increase to damp modules per level
^Ties Ewar to the cloak and the modules, forcing the scout class to choose a loadout for either tank or Ewar, not both. Also makes Ewar easier to balance by simply working with the cloak. Lastly, it allows all scout classes to effectively Ewar while still giving leeway to the Gal/Cal scout to rule their turf.
Disclaimer: Woke up with this in my head about 3 minutes ago, had to spit it out somewhere. Please forgive my lack of explanation or detail, not awake enough yet.

Interesting idea, probably a bit better than the current on/off system but it would require a lot of reworking and tweaking to balance it.

As for your idea, no. Cloaks don't need to add onto scanning, just muddles up the balance of it.
And 24/7 passive radar invisibility/vision is balanced how? Anyway, I would have suggested this as a separate equipment, but clientside updates are a bust right now. The easiest way to manage it in the current setting is tying it to cloaks.
Also, thanks. Like I said, was awake for 3 whole minutes when I hit the "Post" button, it is scanning.
