Boost its damage higher than now. Maybe 50% more. You read that right.
Now, require it to spooldown in between shots.
This will lower overall DPs, as the rate of fire will go WAY down, but the damage will remain enough to be useful. It also allows tanks a chance to escape, and is much more in the Caldari philosophy of "make every shot count" while still being weak at close quarters where the blaster will outdps it.
In conjunction with the damage mod needs, this will allow railguns to remain useful, as the proposed changes will destroy its usefulness at all ranges.

Damage mods are being nerfed? Link plz.
Maybe, and I stress maybe we could talk about increasing rail damage but NOT by 50%. That's just crazy. 5000 DMG in one shot?! My dropship only has 2500hp, rail guns shouldn't just one shot it, even with a reduced ROF. |

Just what I was going to suggest. Highest Alpha, but comparable DPS to other turrets meaning it should not viably be used in close quarters where blaster and auto canon tech should be reigning supreme.

Or dropship. At which point you take significant damage to the single hit, but have time to react to the second shot and can counter instead of being instantly taken down as well as not being as viable in CQC?
I dig that quite a bit.
