in the loading screen that describes different weapon types it says hybrid weapons do the same damage to shields and armor, laser weapons do slightly more damage to shields and slightly more to armor, projectile weapons do slightly less damage to shields and slightly more damage to armor.
so here is my suggestion
Hybrid weapons (all) get no bonus damage to shields or armor
Laser weapons do +10% to shields and -10% to armor
Projectile weapons do -10 to shields and +10 to armor
and lastly change the weapon specialization back to its pre 1.8 where it does a flat increase to weapon damage.
I don't even know why I bother.

I agree that the change to specialization was terrible for a few weapons.
Laz0r weapons, tho, making them 10-10 might be a little OP, 15/15 would be a good starting point and could tweak further if needed.

It's fine where it is, although I agree that they need to change it back to raw damage. The laser weapons are suffering way too badly against heavies.

I don't think people understand. Laser weapons do have to overcome a lot of resistance to punch through armor but it still has High Alpha Damage. Even with the Basic Scrambler Rifle you're doing 54.16 Damage per shot and that's without damage mods and skills!
Of course you do have to worry about Overheat and Mag size but that's a different issue from it doing no damage against armor because it does, and it still hurts. But also on the flip side, you get to completely devastate shield defenses having 78 damage per shot, naked.
That's a damn good balance.

Someone please tell me when CCP has ever nerfed the SCR specifically. It just doesn't punch through armor as easily as the other weapons can, while still being able to deal massive damage for those that are skilled in how the weapon operates (using charged headshots, bursting, alpha striking)
Damage profiles are fine except for the projectile weapons. I would like to see a better UI in the game for it, or more descriptions in-game for new players...but that can all come in Legion.
Something like -5/+5 for shields/armor would be better for projectiles instead of -5/+10. The way that I see it:
Projectiles: Relies on lots of rounds hitting the target in order to be effective. Decent at penetrating both but slightly more effective to armor. (reasoning: shields are constantly getting hit, so they can't reflect as much damage back)
Rails: Lots of punch, but because they fire slowly they are resisted by shields easier. They punch armor easily because of the high velocity impacts.
Plasma: Very low impact means they are resisted by armor, but the plasma fries the shields from high heat.
Laser: Melts shields easily because it essentially burns holes in the shield, forcing the energy to have to rapidly be diverted towards the point of impact to continue to provide a barrier. Once the shield breaks, armor can resist the high temperatures. You can still heat up the laser weapon to make it devastating against armor, it just isn't instantly available.
Explosive: Shields can resist a single blast better than multiple blasts, so it makes sense that they would be hard to break through...but armor is weak to high impact hits, which is exactly what explosives are meant for.

I agree with I-Shayz-I on the way damage bonuses and penalties should be even.
so if the projectiles get to have a -5% to shields and a +10% to armor then the laser being its opposite should get +10 to shields and -5% to armor.
I don't even know why I bother.
