It has all the Armor i want in a Galscout, but at base, and allows me to fit all 4 of my lows reasonably for scoutly things.
Side note: i noticed i had 7 Federation Duvolle Specialist AR's, and ran them on my Mlt Am Light: Basic dmg mod
2xenhanced plate 1enhanced rep
Duvolle
Nanohive
It's quite possibly the most fun i've ever had, even conparing Minja + duvolle and rep mods(recharger/regulator)
I might even skill towards the Amarr Proto Light!

Question though: i'm currently using the Amarr, which only has 25 shield over a galscout, however, the scout gains its' armor in exchange for Shield.
But is 2.5 mill Sp worth the extra armor???

Do wih that they'd make the Amarr scout 0/4 slot at basic, 1/4 adv, and 1/5 at proto, makes it 100% different than Gal.

But currently all my galscouts have at least a Adv Ferro, bringing it to 216 armor.
Amarr scout gets 170 base, 225 or sowith cores factored.
Therefore, i'm effectively freeing a slot for other things than y ferro.

Therefore, i'm effectively freeing a slot for other things than y ferro. but you have to use that slot for a repper if you want to compete with the Gal scout. Wen bricking, Galscout needs a repper to top it off, as 3/s isn't useful for bricked scouting.
When scouting, 3/s is useful for Gal, however i always need a ferro: thus i'm similar Hp to Amarr, but 1 slot down, and 1/3rd the reps of a Complex.
Amarr fits a complex repper, and has 3 slots for scoutly duties, while having 3x Gal reps.
Meanwhile Gal has :less HP, less reps, and only moves marginally better.
Now the Amarr can fit a Red bottle, and 2 damps, and be: partially undscannable, fast(not as fast but with better Hp)
Honestly, it may not seem worth it in the end, but i do see the benefits to it over Gal.
