i dont know why you insist on being an ass but, maby i hav to explain it so more idiots like u can understand. clearing a district in a sandbox mode will take 2-3 hours so someone who may have started clearing the district may not be present at the time the district is cleared, which should not disqualify him from being paid for the effort he put into helpng clear the district. enimies should have a bountie placed on the and be awarded once the district is considered clear.

For one, rats respawn, so it would never happen.
