All scouts have basically two bonuses for TWO different mods except amar.
Gal: range and damp
Cal: range and precision
Min: hacking and nk damage
Amar: stamina and stamina regeneration
The amar bonus is the direct result of what one module does anyway, and even with cardiac mods on it to help increase the regeneration the minmatars 60 still destroys it, it's actually sad that a room of people actually sat down and decided this was a sufficient bonus for this suit.
Their is no point in running it over my cal, gal or min because if I want to combo it with strengths of other suits I may as well just use those suits, if I want to use a cardiac and speed I lack everything other suits have, it's blind and not dampened, esentially it needs another bonus to even out its weaknesses.
Anything will do:
Range extension
Reduction to lazer weaponry fitting cost
Built in armor rep of a percentage per level
Reduction to fitting plates per level
Dampening
Rof to lazer weapons
Personally I think a armor rep per level is its best bet, then it doesn't have to worry about plates or reps or stamina really, fill the lows with reds, damps , range, but the suit is so vulnerable due to blindness and visible due to the cloak nerf.
The gal can run a cloak a damp be practically invisible and see all around it and be fast and still pull 500 HP, the cal can do the same or in reverse and see everything for miles, the min needs a biotic fitting reduction instead of a hack bonus to satisfy the knive lovers ( which I am but it's a whole other topic.)
The amar fits I only find successful are a speed an hack uplink fit for match openers and a bricked assault style fit with two complex reps, for anything else my cal or gal are of more use.
I would love to see the Amar as super fit cardio machine that runs fast and reps fast, hit and runner, it has potential but needs another bonus to be on par with its competitors.

I think hacking should be theirs to match the minmatar scout. Albeit not as fast.
When I run amarr scouts, I run them with my intention being placing uplinks, and hacking out-of-the-way stuff, with hacking lower priority than the uplinks.

My opening fit is
2 comp hacks
2 comp reds
2 adv uplinks so I can drop 4 off the hop get some wp then I switch to a different race to fight

Essentially mine, but I keep mine super cheap and standard.
I don't use more than I need.

It may be cancelled but any unclear problems now need to be addressed so it's properly carried over to legion, since all characters will be carried over its better to have it addressed now.
