This is assuming there is a large enough player count for proper battle selection and customization. The mechanics behind payout sources and loot drops aren't fleshed out.
Firstly on top of the central hub that current district holders have now, allow district holders to decide the type of smaller hubs around the map. I think that a held district should allow people to hold public matches and make money that way. Corporations are allowed to put their districts in a public battle state, they can decide what gamemode is on it, the initial clonecounts, and they can decide to have exclusive rights to salvaging post battle. The catch is they have to decide the ISK and salvage Payout, all ISK payed to players would come from the district holder. Someone may still have to clean up post match, but they have no resistance if they opt to take salvage. The battlefinder can be filtered based on the payouts decided by the district owner, and the map type and all the other settings. I also assume that total potential ISK payout are a little less than the worth of the total salvage and that 50% of all equipment lost becomes salvage.
Examples Corp X owns a district. A) They can set it to public, Game mode Domination, 200 clones, 20 minutes, 60% ISK payout 30% Loot. Assuming there is a detailed public contract battlefinder players can search for battles within these settings. Player play and are paid 60 percent of the potential ISK payout from Corp X, but Corp X get's 70 percent of the loot. They make a profit by selling the loot. This allows corps to set up districts to hang out on to help find recruits by having higher overall profits for players than the corp. If a corp wants to keep more of the profits from the district for one reason or another has to be more desirable. Since players would prefer ISK over loot most of the time the best way to make a profit while still drawing in players is to have Corp X make their profits off loot and give more ISK to the players. B) They can set up a private contract the same way with another corp or broker a match for 2 other corps wanting to fight on their land. Ambush OMS, 300 clones, 30 minutes. Both sides put up a total payout prematch, and decide to not allow orbitals or warbarge strikes.. Winner gets 80% of the ISK, 20% of the salvage, loser just gets 20% of the salvage, the remaining salvage and ISK goes to Corp X. They can all agree on the terms and a time to play. In this scenario there would be options to decide who pays, how much is ISK how much is loot and how much is distributed between the winners and losers (if any is given to the loser). It'd be the equivalent to a PFC or thunder dome we have now.
Both setups don't generate any extra ISK they just move it around so using this to farm a lot without either putting in a lot of extra work salvaging resistance free after pubs, or taking the risk of no one wanting to play on your district and set low player payouts. Private matches allow for people with the power and ability to hold districts to allow organized matches, but only make as much as the combatants put in.
