It's been dubbed since the special edition has already been placed on sale and the dubbing is gawd awful  For the record it's not the case of me being able to even speak and understand JP its the fact that studios release dubs that are horrible as sh*t at times. GiTS:SAC is a great example of how dubbing should be done

Ah yes, the dub hate train.
The dub is excellent, for the most part Funimation's dubs range from above average to god tier, I have yet to see a terrible dub from them. Maybe in the old days, but now?

That's Attack on Titan abridged.
It's fan made, they shorten the episodes and make it funny.
For example, they took the first 5 episodes and shrunk it down to 20 minutes.
As for the dub, IIRC only the first 13 episodes are currently available, I don't know what's the status on the rest.
