Debating with a friend who is telling me scan profiles are rounded up so a proto cal scout with 3 complex precision mods (scanning16db according to hotfix scanning table) will scan a proto gal scout with 2 complex dampener mods (15.72db according to proto fits) b/c of rounding
Is this true?

I believe so. I remember i had a db 35.6 and was still getting scanned by adv scanners.

To the best of my knowledge, anything 0.5 or above gets rounded up, anything below 0.5 rounded down.
Don't believe it's ever been confirmed by CCP however.

Profile values are rounded up.
If values are equal, it goes in favour of the scanner.
In order to avoid a properly amped Calscout in a Galscout, you either need 3 complex dampeners or 2 complex dampeners and a prototype cloak.
You have long since made your choice. What you make now is a mistake.

Nothing gets rounded up or down. Prime example for this are armor reps. If you have a militia repper you still rep 2.5HP/s but ingame it doesnt dispaly that but in the background it still does that. This is the reason why you get for the first rep 2HP and for the second rep cycle 3 HP. Same goes for the scan profile. Which means that a gallente scout with max skills still beats the caldari scout which aswell has max skills. |

When the dB of the scanning precision and profile dampening are equal, the scanner wins and detects the dampened target, both through passive and active scan.
If an active scanner scans you while you are uncloaked, cloaking still keeps you lit up, even if your profile dampening level goes under thst of the active scanner
On passive scan however, cloaking instantly removes you from the radar even if you are on the scanner's radar
Furthermore, there is no additional stacking penalty to profile dampeners from a cloak
Various scouts from the scout registry, including myself, have tested this extensively. I assure you that it rounds.
