You've named three incidents done by the Caldari and two by the Gallente, then claimed it was 'three vs dozens'. Sorry to break it to you, but that doesn't quite add up.
On a more neutral note, though - a great number of 'atrocities' in this war have been in retaliation for others. There isn't really a clear-cut line of 'X is evil' or 'Y is evil' - just a great many shades of grey and dead civilians.

Intelligence agencies are, though, aware of him. For a very long time, as well - the Omicron Incident was some time ago.
You can't really tell the public that a shady guy mysteriously killed and impersonated someone so they could ram your capital ship into a station, though.
Nobody knows who exactly he is. But they do know he exists.
Still, my character probably wouldn't - but again, I wasn't in character.

Do you mean to say that the Caldari haven't done the same and more to Gallente POWs?
There are still more major incidents that the Caldari have created, though. For example, conquering and auctioning the Intaki homeworld. Auctioning it? Really? Who else but the Caldari?
