1: Hell no. That solves nothing. Actually, it makes the life of an actual scout harder. I know you're trying to balace for combat scouts, but this isn't the way. Simply making two types of cloaks- a movement cloak with a long duration but has a decloak penalty timer similar to that of EVE's. Then have a combat cloak with a short duration and a long recharge (or same but deletes as soon as you decloak), but has little or no penalty time.
2: If it's obvious, again, that punishes the actual scout.
3: I'm fine with that.

Although I do agree about different cloak varieties, although I would choose between the following: * "Normal" cloak: Has a short-medium cloaking time (between 15-35 seconds), depletes same rate regardless of movment. * Motion-sensitive cloak: Uses advanced- but unstable technologies that allow much longer cloak times (between 30-60 seconds), but looses charge extremely quickly if moving(moving faster will result in more charge loss, with sprinting being able to deplete the cloak in moments) , as well as becoming visible if moving faster than walking pace. * Min-vis cloak: You remain almost totally invisible regardless of movement speed, but have very limited charge (between 4-8 seconds). Become invisible to scanning while cloaked. Extended recharge time. Anyone who suggests something akin to the " Dead Ringer", get out.
1: Either that's a typo and you meant long, or you misread my statement. As for how, it would make it easier due to being able to more easily move undetected. 2: Those solve the Combat scout problem, but it pretty much rids the stealth scout of existing, again.

1: Humm.... What do you need 80 seconds for, when you can't do it in 60........... So you can do it?
2: Why is it bad for a Scout to have a sound that can him/her spotted? Because it'll get them spotted?
