So I've seen this post here before but I think this needs a serious look at.
This idea is really from Titan Fall. For those who don't have the Origins gaming center or an Xbone, in Titan Fall you not only fight other players but NPCs. There are two of them, Marines and Specters (Hackable Robots).
How I think this can fit into Legion is really in Factional Warfare and Planetary Conquest.
Faction Warfare NPCs:
How it will work is that there would be NPCs who are regular soldiers in their factions suits. Now these suits will have lower EHP than unfit Dropsuits and the damage they deal will be less as not to be to OP. They cannot hack objectives but will engage in combat. They can also send information to you and your squad about enemy movements. Killing a Soldier will not count towards the clone count and the WP gain will be 10WP due to how easy they are to kill.
Logis will be able to revive them for 15WP and triage them for 5WP instead of 25.
They can also tag along and NPC logis will just rep at an extremely low rate.
Planetary Conquest:
Now in PC they will work the same way as FW, however there are a few differences.
First off you have to pay for these people to fight for you and will only be deployed if they are fitted. You will also have to pay for their suit fittings and can choose which suit, weapons and equipment they can use.
Mechanic wise, they will operate the same as FW Soldiers.
The Two Soldiers Types:
The first is just a standard grunt, think of him as someone fresh out of training. He will be the weaker of the two.
The second is more of a veteran fighter. He will have more EHP and do a bit more damage, but still weaker than an unfit basic suit.
Notes:
They can swarm. So you will need to engage them. One alone (even a Veteran) is not much of a threat, but 10 or more will be a problem, especially if you engage this group by yourself.

I completely agree. When I meant the two types I misspoke, I really meant two different levels. One being better (and more expensive) than the other.
I would also like to add that in FW where you can't purchase troops, there will be a mixture of Veterans and Soldiers.
I would love to see some medic style that would say "Hang in there buddy, I got you" when they are repping you or a grunt saying "Enemy Clones spotted at (insert location)," when they spot an enemy player or "Hell yeah got one!" when they kill an enemy player or npc. The list goes on.

Drones? Sure. I think making NPC trooper underpowered is uncalled for, though. Their equipment, eHP, etc. should be no different than ours; if they are going to be in the game, they need to follow the same rules we do.
Thing is we don't want them to be too overpowered, if they are fitted with advanced or protogear, then that side would have an unfair advantage against players still in basic gear when fighting NPCs.
So for this to work, CCP would need to find a medium between being so easy to kill they are useless and too overpowered that its not worth fighting them.
