When precision is prohibitive, stealth becomes the only viable choice. Currently it's all about Caldari and Gallente scouts, and it will remain the same after Hotfix Alpha, only that less balanced and worse.
The slot layout and base stats should determine each suit's strengths and the bonuses should be indirectly related to this attributes in terms of playstyle, as a feature that's boosted by them. The Minmatar scout's bonuses are a great example: fun, interesting and useful while not affecting or denying other suits and styles.
As for dampening versus precision:
I see dampening more like an individual benefit whereas precision and scan radius are squad assets. Not being seen is not the same as knowing and showing where the enemy is. I'd be ok if Gallente scout gets only 3% or even 2% reduction to scan profile and loses the scan radius completely as long as we get rid of the precision bonus of the Caldari scout and instead it keeps the 5% bonus to scan radius it has now. It can still have the best precision in a decent range because of its slot layout. The Gallente will still be the stealthiest but it will also have to sacrifice more slots for dampening, and will not be so unscannable as it is now.
In the same direction, i'd rather change the Gallente Logistics bonus of active scans precision to a reduction of active scanner cooldown instead.
What do you think?
EDIT: i'd give an additional interesting bonus to Gal, Cal and Am scouts along with the changes suggested above. |

Not to say I disagree with your reasoning, only that I think our limited resources could be better spent elsewhere.

I think many of the problems exist in the current scanning mechanics, which I don't think can be hotfixed.
Ideally, scanning needs a major overhaul, as it is a crutch and provides a significant advantage to those who can abuse the mechanics.
At this point, CCP can merely make the best of a broken system, and hopefully fix it for those that choose to play Legion.

Every scout is for a different play-style.
The thing with Caldari and Gallente scouts is that they both fit similar roles, being 2 subtypes of flat-out scout combat. What I think should have been done with the skills is to simply remove the scan range bonus from Gallente scouts. Let the Gallente rely on stealth while the Caldari rely on intel.
The minmatar bonuses seem a little oddball and don't support each-other, but I like both of them, and prefer minmatar scouts over all the rest due to the usefulness of both bonuses. They're mainly about getting in, hacking, and getting out, with the added bonus of an infinite-ammo sidearm shotgun.
Amarr are what I would call a "field" scout- they're running around the outskirts of the map to place uplinks, snipe, and the like. What I personally think needs to be done with them is to add a sprint-speed bonus to give them a long-term mobility edge against minmatar scouts.
