See, here's a problem for you.
Scanning is simply better.
Scanning lets you see everyone on the enemy team, while dampening only hides you and you alone.
That means that against ONE scanner, you need to change your ENTIRE TEAM to dampened suits to hide.
Not so fair now, is it?
I like to state it in more simplified terms:
Front-line, ambush, and flanking are all tactics
Front-line is your standard push. Assaults and Sentinels with Logistics to support them group up and move forward together to attack of defend a single point.
Ambush is a tactic you use to surround your enemies as you lay in wait for them to walk into a trap.
Flanking is sending a smaller force to a side to reduce the concentration of enemy fire and to whittle them down faster than they can hurt you.
Scanning directly inhibits the effectiveness of a tactic. Scanning gives you the information needed to see an ambush waiting for you through a wall and behind cover. Scannig gives you knowledge of an enemy trying to flank you. You can split up and prepare for the assault from two sides with that information. For a Rail Rifle with it's small charge up time, when you know someone is around the corner you can get that charge going and hit someone as soon as you get Line of Sight.
On the other end. Scanning gives you the information needed to set up a better ambush. You know how many enemies are coming so you don't jump the middle of them and have to fight a battle from two sides. Scanning gives you the information of how many people they have on defense to better set up a flank by having more information you can better plan who and how many to split off.
The only thing Dampening does is protects you from Scanning.
Scanning benefits the squad. Dampening protects only you. Scanning reduces the need for tactics and planning. Dampening returns complexity to the battlefield.
