I believe a good way to balance the Scout, Assault and Heavy roles is to adjust their weaponry layout.
Heavy Gets 1 Heavy weapon slot and 1 Light weapon slot and grenade slot and no equipment slots Assault gets 2 Light weapon slots 1 sidearm slot and a grenade slot and one equipment slot Scout gets 1 light weapon slot 1 sidearm slot 1 grenade slot and 2 equipment slots
This allows each role to excel in its chosen profession, the heavy is the peak of staying power, the assault is the peak of battlefield engagement versatility, and the scout is the peak of first strike capability. The logistics is already balanced.

Only a non-logi would suggest such retardation.
If every other class gets a bonus to killing,logis should get a bonus to defense/rep (minimal 7hp/s,for every logi).
Unless your desire is to make logis extinct.
