CCP wants us to "specialize" which in the end just means that the more the SP the easier it gets to stomping. Take for example locus grenades, STD now do the same amount of damage as two basic mass driver shots (splash) but just with smaller radius. Proto do twice as much damage as militia and 50 more than now. (old 700, new 750)
STD cloak lasts 15 seconds, 15 seconds is enough to run 120 meters and when you add in the fact that you can only re-cloak if your cloak thing is above half, you have 7.5 seconds of cloak before you have to turn it off to keep it above half.
CCP, to be honest with you, you are the problem why this game has such a low player base- you allow broken things to be abused for months at a time and then you nerf perfectly balanced stuff just because you can. ( WTF is anyone suppose to do with a 15 second) (why are you even nerfing duration??)
You over nerfed flaylock by nerfing two aspects (splash damage and splash radius) Now you cant do crap with STD flaylock, you're better off trying to melee. Now you are nerfing cloak to make STD and ADV useless and, Proto might aswell be usless. |

15s seems like plenty of time for a kincat scout to run up and SG you.
Doesn't seem like long enough to get out afterwards, but eh, them's the breaks. Fit a better one.
Maybe remove some of those plates?

I'm a scout, and I don't really care about the change to duration- I just care that despite this, cloaks will still be super expensive to fit.
