If you are trying to run someone down from behind, learn to time it such that you jump, charge your knives in air, and release as you land.
It takes work to get the timing down, especially since mercs run at different speeds, but if you are attacking on the move, this is a must to learn.
Otherwise, hackers are a prime target. You should certainly start off with these guys. If you are cloaked, a lot of times you can wait until they check out the area and start hacking.
Lastly, knives seem to take half a second from when you pull the trigger on a standard slash or release the trigger on a charge slashed before they actually release. If you are attempting to knife on the move or in cqc you need to take this into account. For instance when you might be using a corner as cover, you need to release or hit your trigger just as you start to move around the corner, a fraction of a second before you see the red. This should result in the slash hitting them as soon as they see you. If you wait until they are already in view before you hit the trigger, they will often have enough time to kill you in the delayed fraction of a second.

If you can't use a cloak, at least make sure you are dampened.
Also, REs are your friend. They are a great compliment to knives, you can create traps, and get some easy kills at objectives while you stalk pray.
There are many hiding spots around hackable objects if you know where to look, and a lot of times mercs are just lazy and won't look around if they have no reason to suspect you are there. Also use height to your advantage, as there are rooftops and other things you can hide on top of without being seen. You will be caught in the open more than if you had the cloak, but its still possible. This is what us knifers had to do for most of Dust's existance, and it is good training. Once you do get a cloak, you will already have a lot of things down, and it will only make you a more versitile assassin.
