I...actually quite like the idea. Amarr being able to spot mediums and heavies at a distance fits with their assault role, Calradi are able to scan scouts but have limited range.
Still have questions about what to do with the Gal to then balance it, but otherwise +1.

Well, I was thinking that plate modifications that CCP seems to be doing would be a good start, and I quite like the idea of cutting its dampening bonus to 4% per level instead of 5%, and then putting precision and dampening modules in line with one another. This still gives it an advantage before modules, and means that on a 1-1 basis the Gallente is still harder to spot.
I did make those calculations assuming that the cloak would keep it's dampening bonus, though...

Thats not balance at all thats a **** bonus that doesnt fulfil any scouting role.

its fits more with the minmatar Vs amarr theme
but there is still no doubt that amarr scout needs the stamina bonus tweaked along with the scp bonus

How does that make it a scout? The stamina bonus is irrelevant. Stamina recharge is important. Max stamina is less so. Much less.
Why can the Amarr Scout not be an EWAR scout?
Is there such thing as a scout that doesn't focus around EWAR? Isn't that the entire 'thing' that scouts do? I would, for the record, consider hacking an EWAR effect.
And another thing: the Amarr scout is apparently getting a bonus to Biotics; would you complain if it turned out to be faster than the Minmatar?

I don't believe the amarr scout should ever outshine the minmatar in speed same goes for stamina on the amarr Vs stamina on the minmatar (thats where CCP failed)
if anything swipe the range from the gallente and give it to the amarr it actually makes more sense because amarr and caldari are more range oriented
