Current situation:
System grants you 1 SP in 5 seconds - 5,806,080 SP per year
For new players: Slow suffering.
For old players: Doesn't really matter.
*Next is only if possible
New situation:
System grants SP by next exemplar system:
First phase- 3 month - 1 sp in 1 sec - 7,257,600 SP in 3 month
Second phase - 6 month - 2 sp in 5 sec - 5,806,080 SP in next 6 month
Third phase - 12 month - 1 sp in 8 sec - 3,628,800 SP in next 12 month
Fourth phase - No more Passive SP - Passive SP can be used only for other alts.
Result: 7,257,600 SP in 3 month 13,063,680 SP in 9 month 16,692,480 SP in 21 month
For new player: Faster growth and more interest
For old player: No more passive bonus you are hardened enough to stop crying.
For CCP: Increasing SP need for skill for 4th and 5th level should change but it will mean that skills SP usage will be exponential. This will slower down old players in capping completely so fast and new ones will be fast on growing to competitive levels besides all kind of bonuses will be more welcomed by "vets" including daily activity and much much more.
Adopting something similar to Legion is a go-go, if it makes relevance to system that is going to be adopted, duh...

No. This idea is bad, while it may speed up the new player experience removing passive sp entirely is bad and it will likely lead to farming sp with alts.

well why to farm sp with alts if you cant get on top levels not playing them constantly
seems like vets are the ones being against

The suggested option will allow young players to be involved in the game easier and old ones to play more to compete with new ones. It is good.

Change; Fourth phase - Passive SP is set to current levels and remains there for the lifetime of the clone. ^With this change made I'd be on board.
Removing SP entirely from the passive realm cuts booster sales, and with the current lack of a rollover system punishes casual players. Even dedicated vets go out of town sometimes for work or family and the removal of passive SP causes them even more trouble in keeping up with the curve of their peers or the development of their skill plan. Furthermore there's an element of human psychology here, if you return from a trip to a game where you are comparatively weaker than you were when you left (due to everyone gaining SP while you could not) then the average person is less likely to feel motivated to log in at all. On the other hand if you return knowing you have a large pool of SP to invest, you're excited to unlock and play with new things and thus more motivated to pick the game back up after your break.
Additional - The Pool Another way to help new players, which could be layered on top of the above system, is to implement an SP rollover so that even if they can't play to cap every single week they're still able to take full advantage of those earnings when they do have the play time available to them. The 'active pool' could be tagged either to character age, or (as a further way to help new players) it could be tagged from game launch date, or something in between those two (for example all characters created from this point forward having a years worth of 'active pool' applied upon creation).
This system would help both new players and vets alike and would give further incentive for players to return to the game after an absence and to use Boosters (as they'd have the SP pool to use every minute of that booster).

from a business perspective i cant see it working as you would get alot more sp if you used passive booster for first few months and then the removal after 21 months they would mean a sudden drop off of not needing passive boosters really.
but i am all in favor of boosting Sp gains for players under 5-10 million SP or something since vets seem to have spare 10m SP here and there and all that jazz and whats 5-10m sp for a vet when one maxed out light wepaon is like 7million sp on its own?

54 weeks per year, 13 days more than 356 so it is 21 month and 13 days in the end.
