With the sandbox mode in place I think it's time we get a bounty hunting system in place because hunting down specific targets is too fun. The goal is to have bounty hunting contracts that everyone can take a part in like the events we had for dust and more personal targets.
Npc Bounties
The easiest thing to do is make faction contracts for killing players using certain equipment. These could be limited goals, so you might only have to kill 20 special minmatar scouts suits handed out by that faction. All suits in legion will be bpos so each target might have to be a different player and even then it would be nice to have a time limit on the suits. As for the targets they would get loyalty points for any kill using the chosen equipment, even out of faction warfare. Also it would be nice if anyone in your squad that got a bounty kill worked towards your goal if they have the same job.
A more complex system would take place in the scavenging game mode. According to the "more sand in the sandbox" presentation, scavenging in high sec is protected by concord meaning you might not be able to kill players. If it is actually possible concord might send police drones at you which should be pretty difficult to kill. If the drones can't handle the situation a bounty would be place on that player.
The bounty hunter would have to a equip a special variant of a gun, or a special dropsuit that would infect the player and keep him/her from transferring to restricted districts. Basically on the first offense the player wouldn't be allowed in high sec exploration for a certain amount of time and eventually if they cause enough trouble they'll be forced to roam in null sec for a long period of time (This might not be that devastating to your ability to loot, but it does limit your choices and drones will be harder). I have no idea what null sec will be like for legion.
To prevent players in cahoots with bounties from gaining isk a certain amount of isk should be taken away from the targets and anyone with a sanbox bounty placed on them won't be able to use the concord variant weapons (so they can't participate in hunting others for a period of time).
So yeah npc contracts would be a good place to start, but eventually I would like to see player made ones which could be hard to pull off and make meaningful.
Tl:dr
- Factions issue contracts that work like previous events
- Using faction gear gives you lp and will also be the targets for opposing factions
- Scavenging mode pvp in high sec will put a target on your head (sending concord drones after you)
- Players killed by bounty hunting variant guns will have limitations on where they can scavenge loot for a set time
- Hunted players will lose something as long as they are hunted to prevent farming

As for player created bounties here's a system that might work which is geared toward equipment and suit destruction rather than kills.
It begins with a contractor placing down an ISK sum for a designated target; say 25 million. The bounty payout is then split between two categories; most destruction and last blood. Most destruction means the player who contributes to the highest grossing target ISK losses receives an 80% payout of the primary bounty. Last blood category is awarded to the final player whos kill exceeds the target ISK losses sum (in this case 25 million) with a 20% payout of the primary bounty.

If you want NPC based bounties, then I suggest that each faction should place a bounty on the head of anyone who has a significantly higher standing with the apposing faction. For instance if Standing is measured from 0 to 10, anyone whoGÇÖs standing is 8 levels higher with the apposing faction gets a bounty on their head.
If you have a Minmatar standing of 8 and a Amarr standing of 0, then they Amarr place a bounty on you.
If you have a Minmatar standing of 10 and a Amarr standing of 2, then they Amarr place a bounty on you.
But if you have a Minmatar standing of 8 and a Amarr standing of 2, the difference is only 6, so you donGÇÖt get a bounty on you.
Of course, there should be strong benefit to high faction standing to balance this.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

I suggested faction dropsuits and weapons that would give you bonus lp if you used them in battles. These could be locked until your standings are high and dying in them makes you lose lp so you could possibly lose access to the suit along with a standing level. There could be different meta level dropsuits for level 1, 4, and 8 that increase the stakes. |

Yeah that would work. The reward could be a fraction of the bounties isk lost and would be taken from the person who placed the bounty. What incentive would there be to place a bounty though?

The benefit of having a bounty pool as described in the link is that is helps mitigate exploitation of the system. Back in the old days of Eve Online, bounty pools use to be paid out to the hunter at 100% of the bounty just for destroying the ship (any ship) regardless of the value of the ship. As a result, this enabled bounty heads to circumvent the system by using alts to kill themselves and get paid the bounty at the same time. The cost? One free rookie ship.
But ever since this new bounty system has been implemented in Eve Online, circumventing the system is no longer as practical as it use to be. There is also a few things that the link above failed to mention for those of you who never played Eve.
1. Destruction of rookie ships are NOT calculated from the bounty pool as they carry no value since they are free. This means you actually have to lose something of value in order to get rid of your bounty pool.
2. If, let's just say for example, you have a bounty on your head of 100 million ISK then with the current rate of 20% of the value of your loss, and assuming the value of what you lost is 100 million ISK, you'll have to lose that much five times over to finally get rid of that bounty. Total loss to clear a 100 million ISK Bounty = 500 million ISK.
Now imagine that in Legion coupled with the fact that you might one day be able to salvage their loot. Phat Loot + Bounty + Contract Payout = Swimming in ISK

EDIT: @CCP, who in CCP Shanghai is responsible for something like bounty hunting in Legion? I believe this can be a great thing to implement alongside salvaging now that CCP Wolfman is talking about salvage.

id love for bounties to be placed in the game but it MUST be in a battlefield environment that isnt strapped to a lobby or else it would be silly. |

would love to see mechanics where bounty hunters accept a contract, pay locator agent fee and then get the ability to hunt & follow a target for a fixed time limit (stopped if the player logs off) when in the game the targets name shows up in yellow. the bountyhunter getting a portion of the bounty for everytime they are slain [full bounty paid if target killed 5 times]
the combination of concord AI bots and prospect of being hunted by the best players in the game would provide a nice deterrent for griefing/FF kills. it would also provide a nice touch if players who are 'captured' by bounty hunters then be forced to pay a hefty CONCORD fine for whatever their violation was.
the more contracts/game variety in legion the better. the limited experiences in Dust were unacceptable for a game that required grinding.
