Since 1.8, assault has lost its porpose in the battlefield, which was to be continually offensive, moving from 1 control point to another and be quick at regaining health, as the role asked for it. Right now, scouts can do this wirh ease, even better than any assault, they can wear 2 equipments (1 of which is a cloack for most of the time), better regen timers and amount repair (gallente scout), they are faster, slightly less EHP (unless you are a gallene scout which would be more) and equally offensive, of course cloak let u have more offensive options.
The options that could help the assault in my opinion (have used all assaults at proto level btw): -more EHP, this could be with more module slots (preferible low slots) with its CPU/PG increase. -passive repair 4 all assault variants but different amount depending on race: * Amarr.- 2 rep/sec *Gallente.- 3 rep/sec *Caldari.- 1 rep/sec *Minmatar.- 1 rep/sec -a better passive scan (45 could be that number cus i know 40 will never happen cus it could detect scouts) in order to be more combat aware while keeping his high profile to keep it balanced. -reduce its regen timers, something between heavy and scout time rates. -stamina increase, but with the same speed, being it amount, regen or both so it can keep on motion 4 most of the match but never as fast as an scout (being fast and resistance on runners are different things to achieve and develop different body build). -maybe and only maybe, a third skill related to defensive modules based on race: * Amarr.- XX% on armor modules *Gallente.- XX% on repair modules *Caldari.- XX% shield extenders and regulators. *Minmatar.- XX% biotic modules.
Lastly as a side note, the caldari assault needs some love with its rail rifle specialization, less reload time is not as good as kick/precion reduction, heat buld up or more clip size, maybe the can try to reduce the charge timer (the one before 1 starts shooting a rail) or something more efficient on a 1on1 fights, reload comes after a fight most of the time in which case wont be a benefit if you dont survive .
