CCP. If you are developing legion, make it a point to utilize ALL cores.
EvE online as is uses 1 core, and another core rarely.
If legion makes it to full all CPU cores need to be utilized. 1/2 the cores is halving the potential.
That is my 2 cents.

if you're on windows / linux, then put eve on high priority and Leigon on above normal.
EvE will take priority and resources first, the legion can take what's left.
You will also need LOADS of RAM to run both. (for me eve runs on 1-3GB of memory, I think legion will get aalmost twice that)

Here's the deal.
The Playstation 4 has 8 underpowered cores, so you HAVE to utilize every single one.
If CCP is developing the PC version with an easy port to the PS4 in mind (Which apparently they are), then they will definitely have support for multicores.
Planetside 2 improved it's multicore support thanks to their work on the PS4 version.

Legion is going to use all cores, it's a heavily modified unreal3 engine. And, well... Would be stupid in so many ways if they made the choice not to. Plus it has a need for DX11.
Point is there not using outdated tech.
On a side, I'm pretty confident eve uses more than one core now too.
Edit: Hell thinking about it most recent intel cores do hyper-threading!
