There is an MMO called Secret World. It... has better concepts than it is a game. One of the interesting things that the game does is have absolutely no levels (kinda) and no classes. Every so much EXP, the players unlock Skill Points that can be used to buy Skills. Higher Tiered Skills require more and more SP. To get around this extremely high level of complexity, the game came fit with several guides/templates for characters called "Decks." Basically, at any time, you can activate a "Deck" that would give you an overlay on the Skill Tree and tell you a little bit about what the class/"Deck" does. Here is one of my favorites: Grifter
Take a look at the Skill Wheel. It has the same problem as DUST 514 Skill Tree; it is very, very difficult to tell what the hell works with what or what would make a strong character. That is where the "Deck" come in. Go back to the Grifter. Just by reading the Active and Passive Skills that are suggested you can get a real good idea what this "Deck" does. Take a moment to read it and then continue on. Or skip ahead: I'm a forum post, not a cop.
As you can see, it gives an explanation of what two items to use (Elementalism and Shotguns) and how it is supposed to go about it's job. It makes use of Purge (Dispel) from Lightning in a Bottle. Since the enemy was just Purged, it takes extra damage from the Grounded ability. If you read the skills, you can see that most are Blasts and give the Hindered effect. Since you just hit a hindered target, you are getting more Critical Hit Rating. Oh, you are using Blasts so every Blast that an enemy takes means they take extra damage from the next hit. Most attacks are AoE so the extra damage and every gets compounded.
Right there, in a short period of time, you can get your head around a quite complex system just by clicking on the different "Decks." The beauty of it is that you never need to. There are dozens and dozens of builds online that let you build characters that are more specialized for their jobs or are more powerful for leveling early. However, the fresh faced newbie still gets a GREAT idea on the idea of Synergizing abilities together to make the best possible outcome. All with a gentle push that they may never notice.
Perhaps something like this could be done for Legion? With the benefit of integrated systems, players could even create their own "Decks" and put them online. Let other players judge their effectiveness and give them ratings. If they are considered to be good "Decks", allow people to upload the "Decks" right to their character so they can get an idea of what skills and equipment work well together. The new player gets direction and the veteran does not have to be slowed down by the necessary tutorial that the new players so desperately need.

Similar in reasoning (guiding players in what to do in a complex system) but quite different in execution, yes. The reason I went with the "Decks" thing though as that is at the forefront and doesn't require looking at what each ship does.
