I tried to keep this short, and I already know this isn't going to get a lot hits but here it is.
There are a lot of topics I would like to discuss in regards to dropsuits (ideas, changes, etc) but I'll just start with discussing this particular phenomena as its the most relevant by not importing the issues from Dust to Legion.
1) Dead Weight Suits
First I just want to state that I"m not pushing for/against tiercide or how the skill progression should go, I trust your creativity / business model in those regards, what I'm after is that the suits that lacked bonuses ie Light, medium and heavy frame suits be removed or less optimal just give them bonuses.
It was an unnecessary hurdle which didn't provide any substantial content in the game, where previously they could have received a more generalist skill bonus with further tech lines receiving the specialized bonuses creating a much more diverse set of bonus choices. Thus giving the basic frames some unique uses for particular builds or for their adaptability. As it stands, they are just less skill intensive, more costly, always below utility suits.
Deciding skill bonuses is never "easy" but the technical side is not difficult, and very basic and plain bonuses aren't too hard to imagine.
2) Catch All Suits
Probably thy most important subject for CCP to take note of, which they do, but I have always felt it was one of their weaker points when it came to game balance (due to platform/resource limitations?). This view is most likely due to the fact that I have been playing scouts and only scouts for my entire merc career since matrix dodging in the open was a thing for the suit back in beta, needless to say the roller coaster has been pretty wild. This is entirely due to having multiple suits chasing the same function/role on the field.
Due to the modular nature of the game, it becomes intrinsically important to focus on giving each suit a function which it has a near absolute advantage. In Dust we operated on comparative advantages, which is why the logi was king for quite some time, not because it could do everything the best but it could do everything with close results as the other specialties. So while assaults and scouts had comparative advantages over logis, logis were easily the go to suits due to them catching other roles with ease, which is why they comprised of 50-70% of matches for the longest time. Currently the only issue with this in 1.8 is the scout eating up assault territory, also with scouts being as they are, introducing other true light frames (pilot suit bodies are really vehicles so don't really count), becomes a lot more difficult without tweaking the scout. Essentially thought should be given very specific functions to where it leaves a lot of room open for new ideas without radically changing already established material.
Eve does this by creating multi-layered combat (debuffing wars, triage management, damage, tank, exclusive weapon/tech access, etc) to where different ships aren't competing for the same function. The exact power/parameters of eve are not what needs to define Legion but these multifaceted aspects of "battle" are what legion needs to really meet the intricacies of what players expect from a thinking mans fps.
I'd even go as far as recommend that with the reintroduction of suits from Dust to Legion, Legion should in a similar manner to dust introduce each suit one at a time should it come to fruition. Making sure the few facet of battle of each suits specialization is there and differs from previously introduced suits. The benefit here is that with the info gleamed from dust, many of the pieces are already in place.
Hopefully I fully explained what was going on in my head. I have a bad habit of thinking readers can somehow read my mind for background before jumping into the text.

Since DUST is a shooter, we can't do things exactly like EVE. For example, EVE Logi ships simply cannot use weapons. We can't have that here.
What I think should happen is give every suit something that other suits will be gimped as all hell trying to imitate. For example - Scout EWAR and Cloak, try to do that with any other suit and the scout will simply be superior due to base stats.
Scout - Superior EWAR Logi - Highest amount of equipment and some decent EWAR capability Sentinel - Massive amounts of eHP and raw damage Commando - Versatility from multiple light weapons Assault - ???
What I suggested assaults having is insane regeneration speeds, I'm talking short delays and 100HP/s for Caldari assaults, and 16hp/s on Gallente assaults along with 30hp/s shield regen. (Shield is often used as a small buffer for armor tankers, as armor is slow to regenerate)
