i use it on my alt account "Ark angel clone-A" and its a really awesome weapon. i can usually kill decent tanked heavies with one clip unless they are fully tanked like amarr or gallente.
i only use the semi auto ScR because they do more dmg and i have lvl 3 prof. and lvl 5 amarr assault with it. my real problem of lately are real heavies with prof. in the hmg that just shred my amarr suit to pieces.
all-in-all i love the ScR but even though i have proto ScR on my main im minmatar so i use mainly the CR but i do love that range advantage the ScR has over the CR.

all my amarr fits consist of pure armor tank and the high slots usually only have all dmg mods

Still a good gun I use it and my lr on all my sits.

I still have the same Amarr Assault fits since 1.0 With a few small modifications.
The ScR works well but it requires way more discipline in terms of setting up engagements, it's no longer the less known god mode gun it used to be before but its by no means weak.
Haven't managed to successfully use it in PC tho, but that might also be attributed to the fact that I need to be constantly mobile on the battlefield

That's not a glitch. The Scrambler has a fire interval of 0.085. That's 11.75 rounds per second.
An Alt of mine is still proto Amarr assault with proto scrambler rifle. Appia has lvl 3 Amarr Assault.
Running different suits with Scrambler Rifles is brutal. I keep killing myself with the overheat because I'm used to those extra shots from the Assault suit.
I liked it on my Min-Scout in 1.7 but you can't use a cloak and a scrambler rifle at the same time. Min Scout doesn't have the PG for that

I've had to switch back to AR and CR because I'm just tired of overheating before I can knock a heavy down, and there's so many of them in the current meta. Plated gal scouts are also an issue; smaller profile on a quicker frame means I miss some shots and they just soak up the rest.
But then I get some games where it's just a joy to use and I get great performances out of it. My experience overall is against seasoned players who play to the meta it fails miserably, bit against lesser players in poorer fits it dominates. To me, that makes finding its sweet spot in regards to balance a really difficult task, because it has real potential to be massively OP. I we need heat sink high slot modules; if you want more performance out of SCR you'll need to sacrifice slots to do that, which feels fair to me and justified Amarr suits having high slots to begin with.
