Peak is an interesting number. Much like peak horsepower, which is advertised to sell engines but the area under the curve is more important by far. Without enough area under the curve there is no depth to the usefulness of the engine. And dust has ~half the area under the curve now compared to before the Famous Killer Key Note.
The minimum fallout of their PR stunt from hell is 1/3. It might well be 1/5. What we don't know, and never will, is how many are just logging in to get their 6K SP per day. Those sessions are short although if they happen over a 10 minute mark they will be counted even if no match was entered.
Matches per day, mercenaries per match, kills per day and many other metrics would be more useful than peak player and CCP has not shared that so far. Hard to say why. Maybe it is a super secret number or they have no idea what is a useful metric.
Guess which one I think it is. 
Nobody at CCP cares because we ain't Legionnaires.
