It would explain why little to nothing has been done on dust while at least half the team is on Legion. My guess is the total is closer to 80% as the janitorial staff was assigned to dust.
It wasn't so secret for the development, that CCP was gutting dust support so quickly now that was a secret.
The only thing they have in the pipe is tweaking PC. Which matters to such a huge percentage of players. 
Nobody at CCP cares because we ain't Legionnaires.

No update on the used to be weekly bug updates that dropped to twice a month that has not been updated since 10 April.
So we wait or we play other games.
