One of them gives more range and the other lets you scan to a lower db.
Range amplifiers let you see things out to a longer meter range ( ie 15 or 20 meters away )
Precision enhansers let you pick up things that are harder to detect (ie scouts, players using profile dampeners and such) |

Both are passive scan
Active scanners have their own stats. |

They are both to do with the passive scans on the dropsuit |

If you want active scanning you need to use snagging scanner as equipment but they were broken with update 1.8.

Both modules affect passive skills only. There are no skills/modules that affect active scanner performance, except for the Gal logistics suit bonus.
In regards to the precision/range modules themselves...
Every suit will have three inherent scanning related stats. Profile, precision and range.
Profile determines how easily you can be seen.
Precision determines how easily you can see others.
Range determines how far out you can see others.
Range and precision are in direct competition, and lower is always better. Range only relates to precision, and higher is better.
As an example, medium suits have as a default -
profile: 50dB
precision: 50dB
range: 10m
In this instance, and with no skills or modules applied, a medium suit is able to see all other medium suits passively at a range of 10m or less (where profile and precision are equal, precision wins).
Using skills and/or modules, you can decrease your profile and precision, and/or increase your range. Profile dampening skill/modules reduce your profile, Precision enhancing skill/modules reduce (improve) your precision, and Range amplification skill/modules increase your range.
So using the above example, a medium suit with level 5 in each of the skills (profile dampening, precision enhancement and range amplification) and a prototype module of each sort fitted (profile dampener, precision enhancer, range amplifier), will change your stats to:
profile: 33.75dB (50 default -10% for dampening skill -25% for dampening module)
precision: 36dB (50 default -10% for precision ksill -20% for precision module)
range: 21.75m (10 default +50% for range skill +45% for range module)
