One district per corp.
No corp that has a district outside of PFC should have a district on PFC, including 'training corps' and other such nonsense.
If a corp (that doesn't have a district outside of PFC) flips a PFC district, they get the district.
Corps on PFC must be able to field AT LEAST 10 mercs from there own corp in every battle. This leaves room for a maximum of 6 ringers. This will help them work with ppl outside of their corp.
If any of these rules are broken, the offending corp should be removed by the community (pics of the offense should be posted in the war room with a date, or it didn't happen).
There should be no crying.
Alliances shouldn't matter when dealing with PFC offenders. They know what they did. Smack em in the head and move on.
Trust me, if the community is left to police it, the community WILL police it.

We need to abandon the idea of labeling some area PFC.
The only thing that would make this crap box interesting for a little bit is if at a set time all corps abandoned their districts allowing for a land rush. Once everyone has snatched up a district, the community agrees that no ringers will be brought in to any battle. This would at least make for a few weeks of fun in this now useless game mode.
