So this I had ages ago, and was going to post it in the Dust forums, but I believe this belongs hear
Please understand this is going on the assumption that all Legion clones are going to be Jump Clones and all stations are open and free to roam.
My idea is that all stations are open and free to roam. We can roam either in no suit (HP will be the Legion equivalent to Pods in EVE) or in our dropsuits.
In stations, while in dropsuits, we can kill and fight and there can be 'rats' which would be something like Gurista Mercs or something we can kill for bounties, just like how bounties on rats work in EVE.
In high sec stations however, if you attempt to kill a player, you get swarmed with CONCORD troops all in proto gear that has been MAJORLY buff making them unkillable unless you have 20+ men (like CONCORD ships in EVE). You can still 'suicide gank' for bounties and such or to **** people off. The only way you can kill in high sec is if you are War Decked. Being inside your Corp Hanger and your Merc Quarter will protect you from being killed.
In low sec stations, CONCORD will not exist and you can mug people or kill people for the sake of it.
I can see this turning some Corps into Cartel style gangs or even roaming packs of muggers and thieves. I can also see OK Corral style shootouts and turf wars.
When you enter a station through Jump Clone technology, your name shows up in the local chat, just like how in the local in EVE you can see who is in the area.
Capsuleers can't be harmed and will cause CONCORD to come and kill even in low sec (to protect their million SP/ISK clones).
Thoughts, Ideas, Concerns?

How so?
It adds more sand to the box while also adding in some features from EVE (pirate bounties, suicide ganking, CONCORD, open world PVP etc.) while also being open world.
I will admit it is a pretty rough idea, mind you I just finished working a grueling 12 hour shift and my mind isn't all here right now.

It kinda sounds like GTA in space. I really really can't see this happening, unless it was entirely PVE. Even then, it's just not in keeping with the "Everybody vs Everybody" ethos that Eve is based on. Random street crime should be left to Chronicles. Plus it wouldn't net you ANYTHING.

This is what I think should be done in regards to open-world stations while still retaining the core of New Eden. Keep in mind this is assuming Legionaries and Capsuleers have access to the same thing.
High Sec Stations
1. Can aggress any player without provocation anywhere in the station (public areas and major hallways) but you will get Concorded either by God-mode troops with OP guns or by drones programmed to shoot to kill on site. You also suffer a security standings hit depending on whether you just damaged the victim or successfully killed him.
2. Hidden corridors which are rarely seen or known and can only be found via skillful scanning will not have Concord coming in immediately but you still have to get out in time before they catch you. If you can outrun Concord or hide from them long enough in these hidden corridors, Concord will stop chasing you. However, your victim will have a kill right on you.
3. Like all kill rights in Eve, it can be made public for anyone willing the pay the victim for it.
Low Sec Stations
1. Same as above except hallways not protected and drones only show up in the public areas. Expect no response in the hidden corridors. Security standings still take a hit when aggressing without provocation.
2. Kill rights can still be generated and handed out to the public.
Null Sec Stations
1. No police presence whatsoever nor wherever. Security standings are not affected.
2. Kill rights can still be generated and handed out to the public.
3. NPC station merc quarters offer immunity. Alliance-owned stations however don't offer complete immunity for the MQ as the MQ can be hacked into by non-alliance players who happen to be lucky enough to sneak in somehow.
Overall
This can make for an interesting dynamic on how players interact and how contraband can be smuggled across high-sec. In regards to contraband, this might mean that contraband might not be allowed anymore to be included in player-to-player contracts so as to encourage the use of these hidden corridors while other players take this opportunity to profit from intercepting smugglers.
