Actually i think i figured it out:
It is a reference to a time frame namely 14th year of the 5th century (you can all look it up). Now somewhere in this period there is one legendary figure who said to have ruled. His name is KING ARTHUR.
And what was one of the famous tales of king arthur. THE HOLY GRAIL. And what was the legend of the holy grail. Those that where wicked and drank of the cup where turned to dust, but those pure of heart where granted immortality. Now it was also said that TEMPLARS guarded the cup and that only Galahad was able to find it.
Dust 514 reference is offcourse: the first Templars, the writing of 514, turning them nuts/insane, wanting to kill them selfs, turn to dust for there heart was not pure. But later on it all changed, working immortality is born aka the holy grail or as we know it DUST 514.
It just came to me and this must be the meaning of dust 514. |

Just think about it and it will all make sence. Especially the reference of CCP's own book Templar one. |

Apparently, the meaning is in Templar One but I can neither confirm nor deny this theory
EDIT: ccp has confirmed "Dust" is related to the saying "dust to dust, ashes to ashes" but no one knows why it's "5-1-4"

Because 514 is a reference to the holy grail or what it stands for. Immortality. In our case Clones. And like you said Dust to Dust, when we die we turn to dust, but again also a reference to the myth around the holy grail. |

IDK if thats it, but I like your explanation :) |

yeah i put a wiki next to it for better reference.
edit: Offcourse without a CCP Dev confirming it, we will not know for sure. But it is the most logical explanation. |

I think I've actually figured it out, and you're technically so close, if I myself am right. But, I won't say it until I have it all written out lol.
