Why not have Racial Rookie Dropsuits for Legion rather than Starter Fits? They would be complimentary and you'd get a free weapon and piece of equipment with them (weapon and piece of equipment would vary by race). Every time you died, you'd respawn in your Rookie Dropsuit unless you chose a different suit to spawn in. They could be used for general use in combat though they would be far from optimal (very similar to Rookie Ships in Eve). They would essentially be stripped down Light Frames of their racial variety. As an example: Minmatar Rookie Dropsuit 17 PG 97 CPU 38 Shields 23 Armor G.I. Combat Rifle: 12 Damage G.I. Repair Tool: Dropsuit/20hp, Vehicle/38hp, Range 8m 1 Empty High 1 Empty Low 1 Empty Equipment (in addition to the GI Repper) 1 Empty Grenade 1 Empty Sidearm Questions? Comments? The suggested system (and this part of it I actually rather like) goes something like this: Frame size (light, medium, heavy) ---> frame specialization (assault, logistics) ---> racial frame specialization (Amarr logi, Minmatar logi, etc) ---> racial sub-specialization (these are completely new and will further accentuate one of a suits strengths, things like a dedicated demolitions Minmatar logi that can't rep for crap). Although I suspect there will still be starter or rookie prefit versions of the non-racial basic frames.

I honestly think our current Starter fits do a reasonable job of that; they're poor enough that they're barely competitive even against STD users, but they're durable enough to not get killed by accident. I'd like it if all the Starter fits had a racial assault variant rifle fitted, as well as a racial pistol (or SMG, I suppose). Aside from that I actually think our starter fits are in a good place.
