Right now they provide bonuses to Starbase Towers in EVE, but most people doing industry aren't going to want to plan their work around bonuses from Districts that their Dust players might lose.

The bonuses come from surface infrastructure, and the surface infrastructure determines what outposts will spawn in the map when it is loaded for battle. However, the outposts themselves do nothing. |

I would like to see the plant still in operation when the battle happens.
I am sure that most of it is automated,
-->It would be nice to use cover behind a drone as it delivers a parcel from point A to point B. --> ride a conveyor belt from 1 floor to the next. This would give a nice fresh element to several maps. -->A door opens to let a drone through, which would allow a merc to slip though an entry which is not normally accessible. --> Have buttons to turn on and off the machinery -> Bad guys set up shop in a compactor may be an easy win. --> Usually the Human operators will have evacuated the building when the mercs first arrived, but having these people finish evacuating as the mercs land, and have 1 or 2 stranglers show up in the building to later try to escape.
These NPC should make the sensor map confuse them with the enemy, and obstruct LOS for the odd shot. They will also EXPLODE In a rain of blood when they are hit.
