Please view the links at the top of this post. This system is designed around the concept of resource management and balance. Corps must decide what the proper balance between factories are in order to properly defend the district but also pull a profit and support their EVE support. They must also manage their time and manpower as not to take too many districts and allow them to be overrun by Rogue Drones, making them both weak and vulnerable. This also opens countless opportunities for corps to hire each other for things such as Drone Scrubbing or Shipping Services. It discourages singular groups from holding massive amounts of land and allows for newer corps to get a taste of PC without being completely locked out on every front. It also establishes a rudimentary industry and market system, allowing for corps to make money off of their districts without raw ISK injections into the economy. Please remember that this is for conceptual purposes only and while we may not agree on everything, healthy and constructive criticism is expected.

I really like the quality of your idea. I'm not really into PC and the "big picture" but i have a few questions.
Why do you need commerce star systems? Can't every system be a commerce star system?
In your idea. Is it the dust players or the eve players who are responsible for production of dust consumables (the armory) ?
How do you integrate the difference between high sec and null sec ? |

With the new openish battle style, I could see there being a Mining Control System in a Mining Station/Compound, and a System Lockout System, to increase time to hack, and so on and so forth.
With multiple consoles in the map providing differing bonuses to your fight, like increasing time to respawn or a web node and things along those lines, with multiple consoles that can activate different victory conditions, like just stopping your enemies respawning, or hacking the computers until the sov changes, and then their attacked by their own defense systems that was set up in the base and the surrounding areas.
Because you wanted to be something you're not.

They need to have a central place where people can buy all the things they need to build something (albeit more expensive then if they went a hunting), so people have that one stop shop for all their necessary gear after getting blapped and need to get a new setup.
I would think both.
We would be able to make EVE stuff too, however. So the small fry make gear for us, and slowly go from Legionnaire gear, to Ammo for ships, to Ship gear, to Ships themselves. ANd that is likely going to be able to be done by both eggs, as well as Legionnaires, and the Valkyries.
Have High sec have the minerals necessary for T1 gear, and regulated manufactory buildings, and Low and Null having the minerals for T2 gear and unregulated manufactory facilities that are faster at building.
My answers, ok. Not the OPs.

Keep in mind this conceptual design is built around existing Dust mechanics.
The issue lies in that Dust merc's location is not particularly important right now since as it seems, consciousness is transfered instantly across the cluster. Normally in EVE assets have to be manually moved around which is fine since everyone is in a starship, however for infantry, we don't have that capability. That being said, it is difficult to make location relevant since moving ones self is instantaneous, moving equipment has to be as well.
The whole "Commerce Center" concept was to make shipping of goods actually mean something in terms of the game given the screwy location mechanics of Dust. It is my hope that Legion has a proper tie in with the market.
I think a more in depth write up would be necessary to properly explain the commerce/shipping aspect under a new Legion system. However for the time being, simply assume that the materials need to be shipped off the planet to some station where it is sold to other mercs.
Like my ideas?

I'm a little confused, so holding planets just makes it less expensive to hold more planets? Where is the benefit of defending the land in the first place then?

ok I think I see what your saying perhaps gaining raw materials daily used in construction of legion assets in addition to reducing the fees to construct them saving the corps ISK. I oppose the idea of free ISK given/handed out for owning districts I would support other benefits of owning districts.
I don't even know why I bother.

Well, as I pointed out in the flowchart, ISK is not generated, merely moved around via the production and sale of assets via district factories.

Let me butt in and answer this by saying it's probably best to leave it up to the Eve players to handle the production side of the Legion market for now since Eve Online has an extensive network of production chains that are heavily established and controlled by the Capsuleers. These chains are also optimized for maximum productivity with as few resources taken in as possible for maximum profit and maximum bulk for any given time frame so as to keep prices under control.
Legion might eventually get its own production system in place later on, but in the short term it's best to leave it up to the Eve players. Meanwhile Legionaries can handle the harvesting of the resources.
