Ok, so with Dust514, all Game Modes were your typical Lobby Shooter battles. I am sincerely hoping that this dies with Dust (so to speak, not saying that Dust is dead/dying). I am not saying that Legion should have no Lobby Shooter style battles, just that they shouldn't be the sole source of FPS gameplay.
IMHO, when a player logs into Legion, they should "wake up" in a Barracks somewhere where they can outfit themselves before heading out to explore New Eden. The only truly Lobby Shooter style battles that should exist in Legion should be what we would recognize as pubs, though I believe there should be a twist on how they are.

^^That is what pubs should be, precisely that.
FW and PC should both be Open World options where you can actually scout out the territory, plan an assault and then enact your plan. Defenders would be able to have their own defenses set up and attackers could bring as large (or small) of a force as they wanted to.
Setting up pubs in this way allows for you to give concrete penalties for leaving matches and a clear "You're the winning team on this game show, your team wins the prize! The losing team gets the consolation prize behind door #2 (which is drastically less than the winning teams prize)". In addition to this, it also allows limits to be placed on the gear that can be used in said pubs that make sense within context. Players would sign up for the Arena Battles and then would be recruited by either NPC or PC Corporate sponsors. They would make Isk from their endorsements as well as from the prize money that would come from victory in the FTL Broadcast bloodsport.
This would also provide for a way to create competitive tournament leagues to sate the e-sports crowd.
Let's face it, FW and PC aren't good places for a structured bracket style tournament, especially if they are to have a connected effect with New Eden at large. It makes no sense to utilize extremist militia battlegrounds or the unending struggle to control this continent or that planet for what boils down to an arena competition. This isn't to say that those who participate in the "Gallente Gladiators" TV Show cannot participate in FW or PC, just that they shouldn't be the realm dedicated to the e-sports aspect of Legion.
This is also assuming that Legion will be attempting to be the same sort of competitive e-sport that Dust was allegedly trying to be.

Eh, to the contrary though, there is a reason why most FPS have similar game modes. How do you get contracts on territory, how do you even do a lot of things expected in Legion?
Let's say PC, you attack someone there shields power up, you have to wait 8hrs before you can move in and attack, do you just stand on the edge of the map staring and a large blue bubble?
There are going to lobbies, what will set Legion apart is that it's not as simple as (Find Match > Join Lobby > Repeat) Hopefully there will be multiple types of lobby
1) Social Hubs, the full implementation of Incarna, you can walk around Pubs, Clubs and Bars, Browse through Bazars, rummage through Markets and do dodgey under the table deals in steamy back streets. It's here you will spend most of your non-combat time, moving from station to station to find the best deals.
2) Thunderdome, much like you said youself, a single slightly larger station than normal, deep in gallantean space, where you can waitch and bet on matches in progress. In addition you can play menial matches on the fround in large teams, or exhibition (1v1) matches inside the station.
3) Warbarges, the final lobby and your intermediatary between the ability to clone jump and your missions on the ground, from here you have your merc quaters mainatained on the barge, you can accept local contracts for ground based operations, your position determines who where and what you fight.
As for game modes:
Let's start with the simple one's
1) Ground War - Team Deathmatch 128+ v 128+, no holds barred deathmatch, mainly for loot and controlling Skyfire batteries, it is the cheapest contract to set up and provides the lowest reward, but is useful if you don't need to obtain the ground/district you are fighting on
2) Ambush - Team Deathmatch, once again you can't capture the district in which you are fighting, however setting an ambush contract on say a supply line allows you to disrupt transport/production/refinement of resources.
3) Seige - Domination 128+ v 128+, if you know you are about to be attacked, you can set up a seige contract before your enemy sets up their attack contract, doing so results in a single point, under the protection of defenders (at start) similar to a current domination, the winner takes control of the district
and many more I can't be bothered to type out right now

My most wanted mode is 1 vs 1 grudge match.
All equipment must be equalized somehow though so there is no question who is the better merc. I hate not being able to invite people who send hatemail to the battlefield to settle their problem with a duel. |

Forgive me if I'm wrong but this looks like the place the post my idea.
When I first heard of the concept of dust I was blowing away. A game where i Would be able to conquer world's plant a flag and do something meaningful with my friends. Finally not just another lobby shooter. I Bought a beta key and quickly quit playing this game. But I returned in open beta And really got sucked into it. i Joined a small corp And Began preparing for planetary conquest to drop. When it finally came I must tell you I was very disappointed. It was just the fact that I could tell there was no room for the little guy. This is something that I feel very passionately about. I think however you fix planetary conquest in Project Legion there still will never really be room for the little guy to plant his flag and do something meaningful.
So today as I sat down waiting to get in to Faction warfare. The only thing I can do in this game currently that Meaningful that I can be a part of. I had what I think is a great idea. What if you combine did the exploration mode with a smaller version of planetary conquest so to speak. One where an individual or a squad could go and plant their flag for a few hours out of the day?
Watch if I was walking around new Eden and I happened to stumble upon a crashed ship frigate something larger Maybe even a Cruiser. Now I found a place where I can plant my flag and begin to salvage parts of the ship maybe they'll be something in its cargo hold. I might have to fight off a few drones maybe there's some other mercs already in there. Maybe you could make an NPC crew survivors. Depending on the size of the ship I could take a few hours to a few days to a few weeks to go through it and salvage everything.
This allows me and my squad or few squads of people to go to sleep at night wake up and try to sneak back there and hope that somebody else hasn't discovered it. but if so well now I have a Meaningful reason to fight with some One out side of high security space. Because I feel that I have laid claim to this discovery first. But it's also something when I get bored or when it's time to move on I can easily abandon. This is something I believe would make project legion epic.
Where are my flash bang grenades?
