After seeing how Planetary Conquest has impacted Dust 514 in a very bad way both in economics and end game, I have a very important point to make here.
CCP, before you implement PC into Legion, please don't let it become just another unrestricted ATM machine at all. I suggest the following to be implemented.
1. Make every district require fuel to function at all so that corporations have to invest more to make any profit.
2. Introduce districts that harvest resources needed to make fuel but make them far less common than regular districts so that there is competition. As a short-term measure, the fuel could come from an NPC source for the time being until harvester districts are implemented.
3. Do not under any circumstance copy the timer system from Dust. That just encouraged district locking. Make it somewhat similar to how corps need to defend POCOs or POSes in Eve Online using Strontium-based reinforcement timers. If the district doesn't have Strontium when it is initially attacked, the district switches ownership assuming that the defending corp failed to protect it. If Strontium was installed, the district goes into reinforced mode for a set time depending on the amount of Strontium put in during which all objectives are on lockdown and all of the facility's productivity is halted for that duration as all power is being diverted to defending the district.
4. Do not automatically sell extra clones to the NPC. Make clones a player-to-player commodity just like the fuel. Force the district owners to negotiate.

Kinda like my idea with PC. You can make your isk from districts - but only by manufacturing and such...
EVE players? Good at Dust?! Let the indiscriminate slaughter of PC huggers begin >:)

I dont know why they dont use the EVE system of conquest, it may take time to conquer but gives everyone a chance to attack and defend properly. |

Yeah thats a must, no "free money". In EVE even PI (planetary interaction) will demand you take actions once a while to keep the machinery running.
The main source of income should be PVP and PVP with bonuses achieved thru district upgrades (like EVE) |

Eve online does offer a PvE experience such as Incursions, Sisters of Eve story arcs, etc. but even those require some upfront investment in some form and you still run the risk of getting griefed by gankers and ninja looters.
