1) bring back the Militia BPO's this time costing ISK instead of AUR just simply add 3 zeros on top of their price to make it a grind and make a militia version of all the weapons currently out at the moment. - you could also add a new pack on the PSN market for about 20-30 dollars containing all the militia BPO's - with the availability of militia BPO's to every one no one will have an unfair advantage over others, Some standard assets will have to be slightly improved over militia, the modules for the most part.
2) Reduce the base cost of the skill system to 5,000 this number fits better with the skill theme then 6k and will allow new players to get into a role in a reasonable time. - This would be beneficial to all players new and vets alike the vets having the extra Skill Points returned to their Free SP pool.
3) Change the damage system in Dust to match that of EVE online using the 4 damage types. - Electro Magnetic - Thermal - Kinetic - Explosive the generic total damage on weapons would need to be replaced by 2-3 damage types adding up to their current damage value and for the Drop suits the players will be able to see how resistant they are against the damage types. and on specialized drop suits like the sentinel damage resistance to opposed factions weapons would increase using the Amarr sentinel for example; 3% to explosive damage resistance to armor and shields per level. 2% to kinetic damage resistance to armor and shields per level. 1% to thermal damage resistance to armor and shields per level.
With damage types as part of weapon splash damage the need for the 4% splash damage reduction would not be needed and could be replaced with a reload speed bonus or racial heavy weapon bonus if they are ever released.
For the weapons you could buff 1 damage type with the weapon specialization by 3% or 2 by 2% per level.
doing so will help you with weapon/turret and drop suit/vehicle balance there is already racial damage resistance values on the different races ships to give you a reference, the Flux grenades would not need to be changed.
4) Include weapon ranges in the weapon info doing so will make every one playing dust very happy so do it.
5) Set a skill point sealing at 20-30 million Skill points after that they get the 200k Skill points per week and 1,000 point cap per match after the weakly SP has been earned.
6) new game mode Drones vs. Mercenary's A new game mode to spice things up where players can use their drop suits to take on other players operating drones. This game mode would run mostly like Domination has the players will have to destroy the Drone Hives(C.R.U.) and possibly mother ship(MCC). the drones would cost the players ISK to use and would be equal to the cost of suits and vehicles the mercenary's would bring in this will give you feed back from the players on drone balance and will help you when or if Legion goes live. the Drones available may have to be more then the clones. - The ISK and Skill Points awarded will be the same as normal as it is still a PVP mode - the one downside is that you will have to develop the A.I. on your own. - the upside is that you will get player advice on drone tactics to program your drones with.
1) 2) and 4) are the easiest to put in the game and I would highly urge you to put in the game asap.

I definetely agree with renaming damage types and categorizing them to EM/THERM/KIN/EXP. Instead of Small Hybrid Blaster, Small Hybrid Rail, Small Projectile, etc... I mean some weapons I kinda scratch my head at... I figure them out... But the E/T/K/X is just a much easier system to understand. Also these values should be placed on weapons as well.
EVE players? Good at Dust?! Let the indiscriminate slaughter of PC huggers begin >:)

Now on the matter of damage types the laser rifle for example does 17 damage with the new system it would do 10 EM and 7 Thermal damage.
here is an example of a basic Gallente(top) and Caldari(bottom) damage resistance profile to give you an idea of what im talking about as you will see the Gallente have slightly higher kinetic resistance to reduce the Caldari's favored damage type and the Caldari have slightly higher thermal resistance to reduce the Gallente's favored damage type Thermal.
Gallente Shield Em Damage Resistance 0 % Shield Explosive Damage Resistance 50 % Shield Kinetic Damage Resistance 40 % Shield Thermal Damage Resistance 20 %
Armor Em Damage Resistance 50 % Armor Explosive Damage Resistance 10 % Armor Kinetic Damage Resistance 35 % Armor Thermal Damage Resistance 35 %
Caldari Shield Em Damage Resistance 0 % Shield Explosive Damage Resistance 50 % Shield Kinetic Damage Resistance 40 % Shield Thermal Damage Resistance20 %

At basic level only the armor offers slightly better protection against their opposing race when you move on to the better ships the shields and armor offer better protection. I think if the game used this we could help them balance the weapons and drop suits better with more information available to us, we could then tell them that the laser rifles TTK is to low when you get the target into armor could you lower the EM and raise the thermal damage a little bit so now the laser rifle would do 9 EM and 8 thermal damage or the damage could be increased on both.
I don't even know why I bother.

What you are proposing is too much work. Thus it will never happen.
With at most half the development team there is no possibility of having the resources necessary to get this in place. Dust is winding down, not spinning out new solutions.
The new solution will be more EVE like from the beginning. PVE, single player sitting at a 'command center' or such. Using the fabulous but totally ridiculous star map to find some place to go an salvage. All in all a better solution for EVE PC gamers. Not for anybody else.
Nobody at CCP cares because we ain't Legionnaires.
