Some new content may come like the missing heavy weapons, missing racial vehicles, etc.

As far as I know what they said was that Dust would get all the changes that can be implemented without having a new 'build' which would have to go through Sony's QA. So balancing, PC changes and anything they can do server side without shipping a new client are likely to happen.
They have been silent about anything that would need a client update. That includes player market, game modes, new vehicles and weapons, team deploy, etc. At the moment I'd assume that they are not planning to release any major pieces of new content like game modes or player market.

Nothing special, they already did something similar.

I don't have time to listen to a full Boot on the ground now, so who says these things please? is this a CPM? Kain Spero is a guest often. Probably not because of NDA. Else i'm more inclined to believe Jebus' story about the whole Client changes and server side changes.
