What if CCP actually had all this stuff (Uprising 1.8 stuffs like racial suits and sidearms, 1.7 stuffs like the CR and RR) for months and it was decided to hold onto them and phase them in as a means to make it look like they were working on Dust a hell of a lot more than they were, when in reality they were working on Legion with most of their manpower.
I would never actually think that, but, it would make sense. How else do you miss this much stuff? I mean, half the suits came out with completely messed up slot configurations; suits had no skill requirements, suits had no fitting increases across tiers, heck, we have a Commando suit that states it has 2 Light Weapons and 1 Sidearm (no one has outright confirmed that it does actually have 3 weapon slots that I've seen, but, it says it does). Last time I checked, the new sidearms only have an optimal range, with effective being no further.
If they had these things done 7 months ago and put them away until the schedule said to get them out, it would have been easy to forget to fix the issues left behind.
Again, this is tinfoil hat material, but, I just thought about it.
Go ahead Logibro, you can lock this at this exact point, I just wanted to get my thoughts out.

I wouldn't be surprised.
That's usually how content works. You develop/create it in advance, and release it at a far later time.

Yep, I can buy that. It would explain a lot. All the current assets have probably been lying around for a long time (half finished, bugged), and they've been busy instead on a shiny demo for legion.
All the assets shown in legion were the same as currently in dust, they just looked far better...
